Washington is responding to a previous letter Gerry wrote on 12 January commenting that some of his fellow congressmen believed "that the Number of Men inlisted for the War is already sufficient, and that Reinforcements are not necessary for the Army in this quarter." Washington argued that the American military should "hold forth at least, every appearance of preparation and vigor," and that would require more funding from the Confederation government.
